Recognizing that residents of mobile home parks were generally left outside of mainstream credit opportunities, Reinvestment Partners set out to discover how to improve these communities.
In 2005, Reinvestment Partners published “Transforming Trailers into Assets” in Popular Government. It called for more innovating titling policies, enforcement of consumer protection laws, and more intervention into the sector by non-profit community development groups.
In 2007, Adam Rust’s This is My Home: The Challenges and Opportunities of Manufactured Housing was published by Carolina Academic Press. In essays and photos, it reviewed approaches to solving problems in the sector.
Beginning in 2011, Adam Rust began a three-year term on the Manufactured Housing Consensus Committee (MHCC). The MHCC is a federal advisory board created by the Department of Housing and Urban Development (HUD) to update the HUD code for manufactured homes.
